Ever have a company tell you they will deduct your hours from payroll if you have a call back , or not pay you to run a callback

Where I work, we as service techs rarely have any callbacks, and if we do it’s one of those things were something fails in an old piece of equipment completely unrelated to a previously repair. Our manager sent us an email saying “all call backs you will not be getting payed to run, and if someone else takes it the hours will be taken away from your check”. Have any of you worked somewhere where they tried to pull this, we are a commercial refrigeration and hvac company in CA all of us are payed by the hour
