Help! Is this safe to use? Is this likely mold? How can I clean this?

This will only be used for a garage refrigerator. When we moved into our (new to us) home, the movers moved this from the kitchen plugged in straight to the garage. It was not plugged in out there, doors shut.

I wiped out both the freezer and refrigerator, but wanted to know if this is safe to use.
