Why does refrigerant turn into a liquid/gas mixture right after the txv

Is it from the rapid pressure differential after the txv or is it from cooling down the refrigerant to the desired temp?

For example, if you had a target temp of 0 degrees at the evap and you had a 2 stage system that cooled your liquid to 0 degrees, would there be nothing but liquid after the txv?
