Open case grocery store cooler safety question

Grocery store meat cooler tilts top most meat package towards the back of the cooler

My U.S. grocery store fresh meat case is open. The top shelf closest to the back wall usually has packages of steak and ground beef stacked three high with the fourth package stacked on top but angled towards the back panel/wall. I understand that there is an air curtain where cold air flows from top to bottom but my question is... Does that package of fresh meat that is not resting on top (flat) of the other packages of meat stay cool enough to be a safe temp? Or because it's positioned at a 45 degree angle it's not being sufficiently cooled bc it's tilted and resting and against the back panel? Thank you and please be kind!
