HPR to CPR feed issues (Ammonia)

Hello, I have a Wolf Linde 5835 before a Philips 700XH valve that feeds my CPR and its not feeding properly. Just replaced the Philips valve as it wasn't able to be hand opened, however we are running into the same issue of the HPR not feeding with this new valve even with the new one hand opened. Head 130 PSI CPR 50 PSI (Normally 70) Any idea of what this is? Tried getting the cap off but its ridiculously tight and I need to get a larger wrench. Cap ended up leaking even though we had no give on getting it off (Was isolated and pumped out). Online it shows it may be a hand expansion but the blueprints call for a strainer.
