Oil Management Issues

Hey guys I need the super rack techs on this one. So I have a hussman parallel rack with Copeland discus compressors. I have been having periodic oil lock outs on low temp rack Compressors 2 and 3. There are 4 compressors on the rack. Rack is not flooding back. Copeland core sense sensor and oil screens are clean, rack filter is also clean. I found the issue to be compressor 4 constantly filling/foaming with oil and in result it is hogging/taking oil away from compressor 2 and 3 then they lock out. The oil level control pot seemed to not react when I would adjust it so I decided to replace it and here it is doing the same thing. I also found there to be an oil control valve that was set too high above suction so I dialed it back in to 25 psi over suction. My question is what can I test on the compressor that may be causing the oil hogging issue? It doesn’t seem like discharge is bypassing into suction and discharge temps are not abnormally high like it would if reeds were busted. It does have an unloader, amps drop when it unloads. Any help on this would be appreciated
