Rotaries

I was looking through Tecumseh documents for rotary style compressors.

They mention the fact that the housing is high pressure and that the rotary compressor does not use return gas to cool itself. This doesn't make sense to me. Why would you do something so silly?

But yet there it was in the engineering diagrams and apperently they make rotaries all the way up to 5.5 mechanical horsepower

Does anyone know anything about these and can explain why exactly they function seemingly backwards to literally any other design I know of? Surely this is horrible for reliability but yet this style of compressor has been used everywhere for decades. But yet this high pressure shell concept confuses me massively.
